Mmmm, very strange. As they are numbered clothes pegs. I would say that they are used for hanging up photographs to dry, especially as the largest number seems to be 36. As for location; Sydney University or the local TAFT (college)
Old wooden clothes pegs and My mind immediately went to a photo studio where they would be used to hang photographs that have just been developed. Could be any photographer's studio but the Gail's Man suggestion of a Uni or TAFE college makes perfect sense. Sydney - City and Suburbs
After reading everyone's else's guesses I'm going to say - if you are still in Paddington I like the pegs for photos idea and you are at the Australian Centre for Photography (ACP).
