That reminds me of another quirk regarding referring to an artist. In the cathedral in Reims, France, there is a stained glass windo by Chagall, with a sign that describes Chagall as "a Russian-born French artist." I guess they don't count that he moved to the US. Would they describe Picasso as a Spanish-born French artist? Or Leonardo Da Vinci as an "Italian born French artist."
