I don't know much about women's fashion, but I found your post yesterday rather ironic. In a country where women can go topless on the beach, they are required to cover their head to swim in a pool in the river. C'est la vie.
Dave, I think it's about hygiene - and possibly strayhairs clogging up filtration systems or something?
Oh, you have to wear a cap at my gym pool too.
